This check may target 10 or more standard NPCs as a “crowd.” Each crowd possesses a single skill bonus and
error range, as shown on Table 2.7: Crowds. Every crowd has a base threat range of 20. A crowd also possesses a minimum bribe value that is used when it’s targeted by a Bribe check.
